Sacrifice for safety?

The course that I am currently working at (as a greenkeeper) is becoming very conscious of occupational health and safety.
We recently had a meeting where an advisor spoke to us about the dangers of maintaining a course.

one thing that I was particularly interested in is the angles in which a mower can 'safely' be operated on.
We were told that some of the fairways were classified as unsafe to be cut.
Obviously we still cut the fairways (with extra care).

But I was wondering if this is, or is becoming a concern for architects?

I'm guessing those that are lucky enough to work on undulating land would try not to manipulate it much at all.
Courses I have in mind are: Barnbougle (both) Castle Course etc
