Not the first time I've been called dumb on this site, won't be the last.  Well worth the moderate risk level IMHO, since not locating adequate water would make all of the other required give backs in the deal moot since inadequate irrigation water + givebacks + permitting obstacles + local opposition = no project.  The deal died with minimal capital outlay and little bad PR for what is a terrific facility.
 
But what do I know.
Apparently not as much as some of our GCA friends from other lands (about how to do development business in the US)  :o  ::)

Correct. I work outside the US but I do work in property and I do deal with public bodies. I suspect doing property deals over here and back in the US probably isn't so different in that pissing off the vendor before you get the deal done generally isn't a good idea, but then I suppose you guys know better.

Some might make the argument.... that the reason there are so many rules in place is because of all the sneaking around/not dealing in good faith that goes on otherwise.
