I worked at Scioto for a summer during college, and went back to check the place out a month or so ago. If I had to guess, the work was done not out of any sense of duty towards past designers, but rather, in a valiant attempt to bring back a national championship (possibly even the Open) to a course with a rather significant history. I imagine they'll get something, as well.
That notwithstanding, this project is a full blown renovation. There is very little, if anything, that could be considered restoration, and certainly not anything of Ross'. When the course was redone by Dick Wilson in the mid 60's, virtually the only thing left of Ross' was the routing. Even the greens themselves (all of them) were elevated a few feet, for drainage and for effect. The original Ross greens fit much more subtly into the landscape, and, for example, the original 17th green was located where the pond that front's the current 17th currently is. It's a totally different golf course from the original.
Also, many of the new bunkers, though incredibly beautiful, were never in any plan, either Ross' or Wilson's. They are there to tighten fairways, and to make the course more challenging for modern standards (for whatever that means).
I love the place, but it is no longer a Ross.
