Sounds like you're onto something...

So, what is this "je ne sais quoi" that allows a course to have a low course rating yet still be tough to score on?

(btw, I've got a 3 handicap)

It's not rated properly if it has a low rating and is difficult to score on.  I thought that's what Slope is supposed to correct.
A short course may have a low rating and a higher slope if its difficult.

Gary, Apparently the "book" how thse numbers are assigned doesn't agree that short grass is a great hazard. They seem more enamoured with water, trees and deep bunkers, inorder to fill out the form for the course in question.
