The Coore-Crenshaw development, Thornburgh Resort, is undergoing tough sledding with spirited opposition. The latest article is:

Update: Oregon Governor signed the house bill mentioned in the article, so water rights may not be a big issue.
Update 2: The resort is located in the Cline Butte area (Hwy 126), not Tumalo (Hwy 20), probably just west and south of Eagle Crest resort. Having driven there for years, most traffic
will head to Redmond, and then probably to Bend. It isn't as bad as I thought an hour ago. The stringent opposition is focusing on a small area 10-15 miles away, minimally impacted. Signalling their intersection will solve the problem.
