I was not aware that Ron Prichard worked in the 1920's.
The answer, I think, is Donald Ross.
He did a lot of courses for clubs that didn't have a lot of money. Those were the clubs that sought to reduce maintenance expenses (who needs all these Ross bunkers and green contous?) and skimp on paying fees to outside designers for rennovation/restoration work (hey guys, we can redesign this hole ourselves!!).
None of which is to imply that wealthy clubs didn't also sometimes mess up their Ross courses.
Unlike other Golden Age icons, Ross designed a lot of courses for clubs that were thinly capitalized. And those courses haven't fared very well. Just a little of the right kind of restoration pays huge dividends at these courses.
