No, not a new discovery that it was really Old Tom Morris who "laid out" Merion. It's a new book by author David Barrett, a former editor at Golf Magazine :
Miracle at Merion: The Inspiring Story of Ben Hogan’s Amazing Comeback and Victory at the 1950 U.S. Open.

I've heard the level of detail in this book is superb.  Mine is on order.
