Back to Back Par 5s as Closing Both Nines

I'm curious about why the Victoria GC ended up that way. I looked at it on the maps and I'm wondering if the neighborhoods and roads surrounding the 17th and 18 predated the course? In other words, those two holes look to occupy a piece of land the length of a par 5 and the width of two par 5s. Was the architect sort of forced into it or was it a free choice?
