Why is 1 fairway flat and 18 rumpled at TOC?

Just saw a drone shot from over the R+A and it struck me.

The reason for the landfill was to prevent coastal erosion. The 18th fairway originally went to the buildings on the right side. The road didn’t exist. There was quite the legal battle to build the road that Roger McStravick chronicles in his book The Road War Papers.

According to Roger McStravick’s books, the initial land reclamation work was done some time before Old Tom’s tenure, although he did returf the area after he returned from Prestwick.
