Nope - a STRIKE of the ball should be required. Putting on the greens at Old Minch, Cleeve Hill and Painswick - running at 6 or 7 was a great equalizer. Can’t help but think this was originally how the game was played.
I grew up playing a nine holer with greens that slow. Tiny pushed up greens that could be pinned anywhere. Three of the greens are unplayable at today’s speeds.
