As an Army brat I grew up on military courses. When the commanding general played golf the courses were in decent shape. Some were well maintained and some not so much.

There is definitely something to that. I know the C.O. of NAS Pensacola is a golfer, and they are re-doing the clubhouse now. Today on Bayview #9 of AC Read GC, which is on the NAS Pensacola base behind security gates:
Next up is NAS Jacksonville as my son moves there tomorrow. I have not heard that there is anything special at the on-base courses there...
