It's not a terrible course! It serves its purpose as a college course--open for play by students, alums and faculty. Also the home to the university golf team--which has been a respectable team in the Big 10. And, further, at least when I was growing up in Iowa, a place for State High School Championships, state Junior tournaments, etc.
Maybe the course doesn't inspire people with its originality or creative design. It's not meant for the person with an over-riding urge to travel to play it. The holes are straightforward, somewhat challenging only because of length, with an ordinary look to it.
But it serves its purposes and is probably a Doak 5 or 6. Let's be a little more charitable and open-minded. Isn't the most important thing for any course--as for any business or other endeavor--to serve well the purpose of which it is created? On that scale, it is a 9 or 10.
