A 12 hole course or even a six hole loop, with half par holes, a predominance of par threes (varied markedly in distance from 60y to 225y) would address lots of concerns facing golf today.
Smaller Footprint / Cheaper initial land acquisition
Cheaper construction than 18 (hopefully!)
Design that rewards accuracy more than length
Faster rounds
Hopefully more golfers walking and less riding
Potentially less intimidating to newer / less skilled golfers if it's shorter / more manageable
Less cost to mow
Less occasions where driver is used
Less water / chemicals / mowing
Nothing is stopping a designer (or an admittedly brave client) from having such a layout, potentially including the occasional alternate teeing ground, allowing the use of a much longer hole / par 5.
