The consensus is the global pandemic has put the European Tour in dire straits financially. A merger of some sorts with the PGA Tour is likely to happen.

Good idea, except that the USPGA is not administered by the PGA Tour. It is administered by the U.S. PGA, which is a separate organization.

Yes, it would be odd to hold the USPGA in a foreign country 😎. But it could go back to matchplay.

If there is some kind of merger would the TOURs be on equal footing or would The European tour be like a minor league?

The consensus of the two podcasts I referenced earlier is there would likely be a handful of high profile PGA Tour held in GB&I & Europe event during the summer months and a handful  of PGA Tour events held in the Middle East & the Far East during the winter months. Otherwise the balance of the events played in Europe would be a developmental tour.
