Probably less. Of course, the grocery store is a need, golf is not. So let's compare it to other allowed outdoor activities…
And if so, I'm struggling to see the reasoning if enough precautions are taken. I've seen people playing basketball, tennis, soccer, frisbee, etc. in the past few days. Running or walking at Presque Isle… along with hundreds of other people on the same five-foot-wide path… All of those seem less safe/more dangerous than playing golf, locally, with enough precautions.
P.S. I support the raised cup liner myself. The pool noodle or PVC still have the ball sitting in the cup.
