I was wondering same.  Seems it has to do with abnormally high precipitation levels the last few years as it was at an all time low in 2013.

I went down to the Oregon coast for the latest king tides and it was scary to see inches instead of yards between wave tops and coastal highways. Building walls will do little good as water will just flood your neighbor, then it will slop back to you.
