I still think too many rankers rely on history and reputation to sway their opinions.
Well it does so in many other arenas as it is a brand and has intangible value. In college sports they say Tradition Never Graduates, as they have a brand, University of Notre Dame for example, and it has a respected tradition and history, thus they use it for publicity and it works extremely well.
