I thought it was from Voltaire's younger brother, Phil. Oppressed by his brother's immense shadow and ever anxious to produce one gleaming bon-mot of his own that would secure both name and fame, he came up with that one. Sadly, after briefly giving Phil the benefit of the doubt, it took his contemporaries less than a week to realize that the line was pithy at best, and meaningless at worst. Left distraught and destitute, Phil changed his name, moved to England and became a leading road & bride-builder during an economic boom, thereby securing at least the kind of fortune and financial security his philosophizing brother could only dream about (and envy!). Fittingly, he later retired to Scotland and took up golf!
