Maybe it has something to do with the PGA being much better to work with than the USGA.

I must admit when I used to see future dates I thought, "Well maybe i'll go" or" That will be fun to watch on TV." Now when I see the 2036 Ryder Cup at Congo, I think, "Will I be alive to see it?" I'll be 89 in 2036!

In 2036 the course will tip out at over 8,500 and be considered relatively short.

Bingo!  Well said.  I played Baltursol last summer and the member hosting us was on several of the committees for the club and said we stopped engaging with the USGA for they were too difficult to work with, thus the PGA was much more amenable and less demanding according to him.  I certainly can see this.

Gives them more time to spend a ridiculous amount of money on the course as opposed to the USGA which would require them to spend completely ridiculous amounts of money on the course.

I am sure the PGA is easier to work with than the USGA but I highly doubt that is the reason that Baltusrol stopped engaging with them.

Is Congessional even the same course the USGA hosted tournaments on?

I played it right before the last US Open there in 2011, and I do not think that they have made any significant changes since then.  We live right up the road.  It is worth playing if you are otherwise in the area--big and brawny, not particularly memorable--but not worth a special trip.  DC is a great place to live especially when raising kids, but a golf mecca it is not.

Congressional flipped the par 3 18th and made it the 10th so they would finish on a par 4 - trouble is that made the routing awkward getting back to the clubhouse after 18.  Years ago when they played Congressional they would use a couple of holes from the other course so they would finish on a par 4 which I thought worked much better.
