I'm doing some more digging and have come up with Mystic Pines (Marila) from Raymond Hearn (
http://www.rhgd.com/current/cur_mys.htm). I know of another course that was supposed to be built in Lancaster (NY), between Townline and Two Rod Roads. There is a third, called Eagle Bay, that was to be built along Lake Erie, between Silver Creek and Dunkirk.
All three were slated for construction in the early 2000s, but by then, Buffalo-Niagara had become saturated with CCFAD (Arrowhead, BTC, Seneca Hickory Stick, Harvest Hill, Diamond Hawk, Links @ Ivy Ridge) and GCFAD courses (Concord Crest, Ironwood), and the market would not allow for them.
In addition, across the water in Ontario, the Niagara River golf club (Arthur Hills) was routed but never developed. Same time period.
