Not this year, but a couple of years ago the fastest non-frozen course I've played is Desert Forest just after it opened after renovation.

Lester Park Golf Course in Duluth MN. Late July baked clay. From 170 hit 9 to bounce it on. Absolute hoot. A flyer from the rough might go forever!

Newport CC and the Fishers Island Club. No irrigation and tall native grasses within reach of mis-hit shots.

In 2015, the firmest and absolutely best conditioned course I have played in many years was Plymouth Country Club in Plymouth, Ma. during the month of August. This is a 6200 yd., par 69, Donald Ross gem. Superintendent Ben Whiting had the fairway grass green and brown, with plenty of roll out. The great green complexes were is perfect condition. What a joy to play.
