I suspect their is a correlation with the rise of medal play and handicapping as such, with the decline of strict observance to the rules.

If you are simply playing a match vs. another golfer, things like "gimmies" and stroke and distance become less relevant and it's easier to play any course by the rules without worrying about the score you post.  It's really too bad standard "golf" isn't a stableford type game.

 8)  jason, step back a bit...  the rules of golf certainly appear, imho, to have originated at the beginning to address cheating or whatever drunken adventures were being undertaken out on the seaside plain.
