Does anyone know who first came up with the line that a green committee/board/whatever should have an odd number of members and that three is too many?

I can't find the exact quote in Scotland's Gift or Lines of Charm, but I always thought that line was attributed to CB Macdonald.

I don't think it's MacKenzie's quote.  Don't remember it as Macdonald's, either, but I could be wrong.

Tom Simpson said some very colorful things about green committees, though I don't remember this line.
