Joel Goldstrand I believe would hold that crown in Minnesota, with some courses in Wisconsin.
The late Dr.  Gordon Emerson has designed the majority of courses in Western Wisconsin, including many 9 hole expansions as well.

The late Robin Nelson had Hawaii sown up with 30 ( have also read 36) of the state's ca. 90 courses.

p.s. I read somewhere that Donald Ross employed over 3,000 construction workers for his courses -  in 1925.

I haven't counted, but I am sure that Ed Ault and later partner Tom Clark have designed more courses in Maryland than anyone.  It is certainly true along the Balto Washington corridor.

I don't know about per state figures, but there do seem to be some architects that are associated with certain regions, like George Cobb and Ellis Maples in the Carolinas, The Phelps' and Jim Engh out here in Colorado, Killian/Nugent in Illinois/Wisconsin, etc..
 

I'd be pretty shocked if it were anyone other than Dick Phelps in Colorado.

In Arizona, my guess would be Greg Nash, as he has done a lot of work in the retirement community courses. Of course, Nicklaus has 6 just at Desert Mountain, plus Desert Highlands, La Paloma, and Dove Mtn. I suspect Nash has even more than that, however.

I think Press Maxwell would give Dick Phelps a run in Colorado.

For Massachusetts this is actually a great race.

According to the Mungeam-Cornish Design website, Cornish worked on 60 different courses in Mass.

Donald Ross, according to the DRS list, clocks in with 53.

They worked in different eras..., Ross 1900-1947, and Cornish 1957-mid90s, but they respectively completed work for a number of the same Mass. courses during their careers.

There are only 39 William P.'s in CA in the list above. I've played 37 William F.'s in CA, (and 18 of the William P.'s) so there must be more Willam F.'s. (I've played 27 CA Robinson's).

Agree that Phelps has more especially with 9 holes.  But if you look at original 18 holers it's like 18 for Phelps 12 for Maxwell.  Then you have to split hairs and figure out Dick or Rick/Phelps Atkinson.  Dick has probably consulted almost every Maxwell in CO.  He has certainly had his hand in the greatest number of courses in CO.

Hiwan will always be one of my faves. Grew up in Evergreen and I started working there when I was 16.  Coincidentally Phelps office was about .5 mile from Hiwan.

Other in contention were the Junor family, the Zoller family, and the Baldocks.

My definition of "could be" includes tie for second. :)

My best guess for Indiana would be Bill Diddel. As I researched who designed the various courses I played in the state, his name came up very frequently. Pete Dye also has a lot of courses in Indiana, but I think Diddel would win on quantity.

New Mexico is a melting pot. If someone designed more than a few of the old municipal courses that might be enough to win. Dick Phelps, Ken Dye, and Baxter Spann all have three that I can think of. RTJ Jr and Nicklaus have two each. Ken Dye's courses are the most noteworthy as a set: Paa-Ko, Pinon Hills, and Red Hawk.

Andy:

Diddel had something like 53 original designs in Indiana and a good number of remodels (http://www.billdiddel.com/courses.htm).  Not sure about PD's numbers, but it should be easily findable.  My count of Bendelows is 38.

As for New Mexico, of the 30 courses built before 1940 that I have a record of, I only have attributions for two of them (Bendelow's Sante Fe CC and S&VK doing Albuquerque).  S&VK designed a 36 hole facility known as Washington Ranch Resort, which may have given them the lead if it had ever been built.

Cornish had 29 in CT - 12 solo, 16 w/Robinson, and 1 w/Silva

He had 61 in MA - 32 solo, 1 w/ Mitchell, 26 w/Robinson, and 2 w/Mungeam

Bendelow had 63 courses in Michigan, but looking at Matthew's list it looks like he blows that number away.

I would have to agree with B. Finn as to Jack Kidwell, I believe he has about 70 courses in Ohio.  I have personally played about 20 of them and grew up on Woodland Golf Course.  Nothing flashy or exciting from the majority of his courses, but usually reasonable rates, mostly public and an occassional architecturally interesting course like Hickory Hills, Players Club at Foxfire or York Golf Club.  I would find it hard to imagine anyone else coming close to that number.

I would love some guesses on other states that didn't have an architect in state, such as Iowa, NE, Kansas, OK, etc.

My guess is the Jack Kidwell types - good regional architects would win out in almost every state.  As TD says, even up to the 1970's when I started in the biz, for the most part, the big names stuck to resort courses, and the biz was much more regional.  Now, being an in town architect isn't seen as any real advantage, and because architecture is more well regarded, sometimes its a detriment and they prefer to hire the out of town guys.
