When 2-4 inches of rain are a practical certainty for tonight into tomorrow?  I'd like to think there's some sort of logic behind it...maybe to make everything so soft that 6400+yds plays long :-\

They could be watering in wetting agent, watering in fertilizer etc etc etc. Theres numerous reasons to water before a storm. I've even watered during a storm to flush salts in greens.

That is nothing!   We had 26" in 30 hours.  Flash floods inundated 3,000 homes and 200 businesses. 

Our course drains well.  That happened Tuesday night, played there Friday.

Seconding what Ian posted, there are plenty of products that need to be watered in immediately after application.  Timing these applications around a rain storm can be a pretty good idea playability wise, since conditions will be soggy with or without irrigation (although I can't think of too many products that benefit from 4" rain on top of them). 

Another possibility is the crew was conducting a trial run to visually inspect the irrigation system, which is a good practice when a system has recently come out of winterization.
