Does Anyone Know Who Designed the Ladies' Putting Course?

I've seen that Old Tom Morris took care of it from the beginning ... but does anyone know who built it?

From p 94 of "The Colossus of Golf:"

"In 1867 the Green Committee of The Royal and Ancient applied itself to the problem and DL Burn proposed that the area to the west of the last loop of the Swilken Burn, before it meets the sea, be cleared of whins to make a putting course for the ladies. Mrs Boothby and her daughter would appear to have been the main driving force when Tom engaged extra labour to clear the land and make what came to be known, and is still known, as the Himalayas Putting Green."

EDIT: Malcolm's book does not provide an endnote on this passage.

From the st andrews website:

'In 2012 it was considered that areas of the putting course had become unputtable at modern green speeds.  Martine Hawtree was engaged to make alterations to the course that would keep it relevant to todays lady putters.'
