Notice the first two thoughts out of his mouth were 1. to keep up with the modern professional and 2. to demand precision shotmaking.  All this in the context of updating all the Open Rota courses.  I think he seriously underestimated the amount of outrage this would engender.  And can we get someone to not pussyfoot around the issues when interviewing Dawson?  How about a 60 Minutes piece...

Jud, I picked up on the same thing. Seems Dawson viewed TOC as just another course in the rota that needs to be tweaked to combat how far the pros are hitting it.

modernizing the Open rota courses takes the Open Championship down a few notches in my book, particularly when Dawson just dumps TOC into the modernization mix for the sake of the Open
