The Springhaven Club in southeast PA as well as Inwood CC on Long Island.  Both courses are on relatively flat pieces of land, but the contrours around many of the greens really seem to make up for it. 

The bunkering at Inwood particularly makes you almost forget that you are playing on flat land.

I was thinking Springhaven as well, although engaging is not what I'd call.  Flat - yes.  Interesting - not so much.  Choked w/ trees, bunkers that don't fit the flow of the property, etc.  There was a thread here a couple years ago about "which course would you most like to see redesigned/renovated/etc.", and I voted for Springhaven.  Seeing places like Garden City, Hidden Creek, Walton Heath, and other "flat-land" courses offer what Springhaven could/should aspire to in its design and architecural presentation.  IMHO of course.

Wayne,  all they need to do at Springhaven is restore it back to the old aerials in the clubhouse!!  The course looked exceptional back in the day.

It's nowhere near the quality of the courses being more seriously submitted for this list, but this thread makes me think of the Scarlet Course at Camp Lejeune in Jacksonville, NC. The course is just under 6,000 yards with a handful of fascinating drivable par 4s and reachable par 5s where all the earthmoving that was done seems to have amounted to the pushing-up of the greens and the scooping-out of the bunkers. Always a fun course to play, if not the hardest or "best," and one that could sneak up on you.

IMO there are two categories here:
The first, what course was shaped from flat ground to become interesting a la TPC Sawgrass.   The second, what course was laid over flat ground, a la the T Tech Rawls course.  

My home course, Broadmoor in Indianapolis is a really interesting course over really flat ground with only a small creek encroaching on 3 holes and a very small site to boot.

1.  Shadow Creek
2.  Talking Stick (n/s)
3.  SkyRidge

One thing that i find very interesting about Springhaven, having played there many times. Probably one of the flattest courses in the philly area.  There is probably 9-10 tee shots where you can not see your ball land.
