Ladies' tees were not that common on golf courses built in the 1920's, by any of the major architects. They generally built two tees per hole, a back tee and a regular tee, and put the ladies on the front of the regular tee [playing to a ladies' par of 76].
I don't know for sure, but I suspect that many of Crystal Downs' forward tees were added after the fact, and some of them clearly look like it in how they were constructed.
