Wouldn't the 2008 Open at Torrey have started of 9 instead of 10? They do so for the PGA event.
Finishing on a par 3 is a bit different I suppose.
They started on 10 at Torrey for the Open, as far as I know they do the same for the PGA event. The difference there is that it's pretty easy to get players to 10 tee (and back from 9 green after the round) without disrupting crowd flow, since 9 and 10 sit there on the edge of the property. Getting to 10 tee at Olympic, as others have mentioned, is much less convenient.
FWIW, 8 at Torrey is a par 3 so if they ever did decide to start at 9 and end on 8 you'd have a similar situation. But there's just not much need to do that there.
