Excuse my ignorance but what is a forecaddy?

Essentially, a caddie who doesn't carry your clubs. The players, typically, carry their clubs in a (motor) cart. One forecaddie is assigned to the foresome and performs the other typical caddie support.

he cleans the clubs, tends the flags, advises on clubs, etc. Wow, new concept for me. Why the hell would you hire a caddy and carry your own

You read the part about the cart right?
To be fair, Doral is(or at least was) cart paths only in the winter until after the tournament so anyone riding is in for a long day of cart chasing and walking to their ball.
Might as well arrange for an actual caddy and ditch the cart,which you can.
