As far as a one-time venue, I think that is far from the truth. Most probable will be an annual professional tournament affiliated with the PGA Tour or the European tour.
The clubhouse is an afterthought in this design, but it should be a point of return after nine holes.

I'll choose the first correct answer tomorrow.

Some of the points I would be interested in are as follows.

To want to be a party to the site selection due to drainage/irrigation issues
The ability to show understanding for the environment as related to golf.
To comprehend that within a strategy, penal has an important place.
The ability to work with rather than destroy Nature and the natural landscape.

Congratulations -- good catch!

The site is within an ecological park, the Marapendi Lagoon reserve.  There's a strict 30m shoreline buffer in place.  There are a lot of trees and bushes in that buffer, and the land is very low-lying.  Routing a lot of holes along the shoreline would be silly, as well as irresponsible.

Of course, I could be wrong on what they're looking for; and if I am, I'm surely not going to win the commission.

Sorry that I missed the bulletin about the ecological pre :-[serve

Paspalm is not currently in Brazil, normal channels would take a year to get it there and then reproduce it even more time, not sure how much cooperation there will be in going aroud normal channels, just one of the many future snags.
