Yes, it is the site of Alameda Point, a huge development that, with the economic uncertainty has not been moving as fast as expected.
Kyle Phillips has Alameda Point Golf Links on his website as a project although I can't see to verify if much progress has been made.
Earlier this month, there was an article in a local rag where the developer is seeking a financial partner.

SunCal Cos., the second master developer at Alameda Point, is asking the city for permission to bring on a financial partner.
East Coast hedge fund D.E. Shaw & Co. would provide $10 million to help SunCal complete the approval process.
The City Council said it would agree to accept D.E. Shaw as a partner in the project if caveats are put into place that protect SunCal’s management of day-to-day operations. Both the city and the Navy are eager to see action on redevelopment of the 770-acre former Alameda Naval Air Station. The city wants an eyesore remade as a vibrant waterfront mixed-use development and the Navy wants to collect $108.5 million for the land.
While SunCal officials would not give a reason for taking on a financial partner at this early stage, the need for cash could be one reason.
SunCal, which has agreed to pay upfront costs, has been spending a lot of money on the pre-development effort – at least $2.7 million, according numbers provided by the city.
