I definitely think a course can be enhanced by gorse.  Kington an Cleeve Cloud are two which come to mind.  The issue is to use the stuff very sparingly, which it would seem is very difficult for most clubs to o.  Even the example above at Bulls Bay, the bank of gorse behind the green is vile.  Its much better dotted about here an there on some holes, certainly nowhere near all holes.  That would be the same thing as bunkers on every hole and lord knows thats a stupid idea  ;D.
