Union built golf courses

We know it was fairly common practice during the new deal, and it has also been fairly common practice in my neighborhood (NYC - Bayoone, Liberty, Ferry Point if in fact someone is building it) as of late for labor unions to build golf courses.

So whats the deal?

Are they cheaper? Can they be better? Who decides this? What have been some of the better courses they have built? Is the US the only country that does this? Can you bring your own shapers? Do they do renovations? Can it make zoning/permitting easier or harder?
