Haven't played 'em all yet but my money's on Kingsley...
I think maybe the better question (or better phrased as to not insult) would be what is the best course built in the last 20 years besides Sand Hills and Pacific Dunes, which are, atleast according to most, the top two over that time period (and happen to be by C&C and Doak).
Dunes Club New Buffalo, Mi. To me it blows Kingsley out of the water.
Boston Golf Club hands down. A masterpiece by Gil Hanse.
I'm going to object, as well, on the basis that one BEST course is elementary school playground stuff. Too broad, open-ended, general, pick your appellation. It reduces golf course architects to Barbie Dolls. We can do better than this for a thread.
The best one I've played that fits this criteria is Wine Valley
