It would appear that the golfer encounters an inordinate number of sidehill lies.

Do most of the holes traverse slopes rather than running up and down them ?

I played the course between Glen Mills and Philadelphia Cricket in 2008.  It finished a distant third, primarily due to the number of sidehill shots played to uphill green sites.  Very few holes directly climb or tumble down slopes as I recall.

For what it's worth, the course was very well kept and probably well designed, but neither my playing partner nor I had fun playing it (even with two birdies on the last hole).  I've never been able to put my finger on exactly why.  I've always chalked it up to the superior courses we played around it, but I think it's more than that.

Yes, you'll get some non-flat lies at PH, but I've never found them extreme nor excessive.

I do not believe most holes traverse slopes.  Some, yes.  Most, no.

Part of PH's problem is that it is so close to PV and as a result you'll get the invariable discussions concerning how PH stacks up against the great one. Clearly, they are not even close on a range of fronts but PH could have been much better and for those seeking some sort of dumbed down layout I only wish PH would have gone in a totally different direction and included a number of elements you see at nearby PV with the devilish greens and the spectacular assortment of bunkers and waste areas.

PH does have some unique property that is completely beyond the ho-hum stuff that occupies much of South Jersey. Possibly Trump will bring someone in and provide such a clear differentiation so that people who might be unable to sample the real deal nearby can enjoy something of a lesser sort but of no less in interest -- sort of like what you see with Sand Hills and Wild Horse.
