Bethpage Bunker Surrounds: The Whiskers?

Throughout Bethpage Black, I see pictures of tall tufts of brown fescues, emerging like whiskers in separate individual clusters, from the bunker surrounds. Does anyone know what type of fescue grass this is? Whether its native, ornamental, planted, transplanted etc. Any information on how it was established or even whether you like the look? To me, it looks remarkably similar to what we once had at Old Town. See below....

It's tough to tell from the distance involved, but I'd be surprised if it's a fescue at all. It could be a bluestem or one of a whole bunch of other native/ prairie/ ornamental grasses.
