I completely disagree with your valuation of 2-6.
2 is a very good hole.
3 a short hole that requires some thought and a great short game.
4 follows needing a good drive and for many a very good long iron.
5 offers reward for longer hitters, but more often leads them into temptation and then despair.
6 has just enough about it to be interesting the angled fairway and dip before the green require either good placement of the drive to allow a full wedge or a good ground game.
You may be right about 9 from the normal tees but from the back tee it grows teeth, those bunkers are in just the right place and result in a lost shot to the field if you find them. they also often force golfers to miss the fairway left which is the worst place to attack the hole from.

If you think that highly of 2-6 than the back 9 must be holy ground for you!
1. Too many of the holes in that stretch set up similar from the tee. The greens are all terrific, but again, not terribly different from each other.
2. The out n back routing doesn't help with this sense of deja vu.
3. The 9th is a mediocre hole at best no matter which tee is used. From the front its a driver or 3 wood along a flat expanse that is best described as a field. From the back its a very easy layup/wedge.
Though I don't mind if you think those holes are terrific, but I don't think they help in making TOC one of the best on the planet nor are they the holes which generate much discussion - for a very good reason imo.

BTW If TOC were built today I reckon it would be treated like Tobacco Road. Begrudgingly accepted by many (even on this site) as a bold statement with major flaws, but generally good for the game. Absolutely hated by many. Absolutely loved by many. In short, it wouldn't make top 100 lists, but anybody who follows course design would know its name and probably want to play it.
