The "bestness" of the hole has to be measured as to the objective of the moment.

A golfer coming to the 18th at Riviera needing a birdie to tie is less exciting, not as probable, then that same golfer needing a par to win.

Likewise, a golfer coming to the 18th at Olympic needing a birdie to tie, is more probable then at Riviera ...

I agree but at the same time a golfer coming to Riv 18 needing a par to win can still be just as compelling as needing a bird on OC 18 to win.
