It looks like Hawtree is trying to create more visibility, much larger greens and some shaping to make hitting some of the greens a bit easier.  Considering that this proposal seems to call for a large amount of dosh, I am surprised that there aren't any proposals for knocking back some dunes to create a bit a width here and there (the biggest problem with the course imo) OR is this just far too expensive?

As you surmise Sean, knocking through a dune perpendicular to the line of play is one thing... Trying to widen valleys and then tie them in to look natural is another thing entirely... It would be easier to widen the fairway by raising it I suspect...

Really good to see these proposals...
