Andrew, I have no clue whether this is a good, bad or indifferent course. I have never been to this continent. (No, it's not Antarctica!). It's a big name designer working in his own continent.

One possibility is Baja California, although I Google-flew the coasts last night and didn't see anything.
FWIW, we can agree by the roads and roundabouts it's a development course, but one not yet housed.

I also checked out Morocco and Namibia, on the off chance the Skeleton Coast was being graded for massive development.

This site had been a battle ground in a certain war between two countries which form the title of a well-known Handel oratorio famed for the number and distinction of its choruses and a bass duet 'The Lord is a Man of War' which is great fun to sing.

The course description on the website includes this gem:
