Top 25 genuinely public....

....golf courses. Which are the top 25 that you can actually play without having to produce a club membershp card or handicap certificate, or without having to stay in a particular hotel or resort? You simply turn up, pay your geen fee and play.

Many of the resort courses in the US have SOME public tee times available, but they are limited to when the resort players haven't booked the place out.  So the caveat to your question is whether AVAILABILITY is an issue.  (You could make the same argument about Bethpage Black, for that matter -- it's clearly public, but you can't just show up at noon and play any more than you can at Pebble Beach.)

These are harder lists than you think to coordinate. St. Andrews-Old wouldn't even qualify under this standard, nor would the Bandon Dunes courses.

Inform the less enlightened why Bandon wouldn't qualify?  You don't have to stay on property to play.

You can't just walk up either, as they are booked up solid, with priority given to folks who stay on site.

You may be able to get on at Pebble as a walk-up single without having to stay at the resort.

I'm not sure that any of the courses at Bandon are really "booked up solid".  The ROOMS are booked up solid, but they have +/- 200 beds and three courses, so they generally have some free tee times in the afternoon.  The key is to not have so many rooms that walk-ups can't play (or so guests can't play another 18 in the afternoon if they feel like it).

Anyone can play The Ocean Course here at Kiawah Island.  It costs a bit more than if you stay on the resort (in peak season $350 rather $300ish) but anyone can play.  I think non-resort guests can only book 30 days in advance...  Summertime after 2pm it's around $200.

Canada has some pretty good publics, like Highland Links, Banff & Jasper.

Tom Doak, maybe if they add a fourth course to Bandon without adding more rooms, it will make it more of a true public facility in the sense of people being able to walk up!
