The easiest course to design in my mind is one that is penal.  It's easy to stick hazards in optimal locations and build deep bunkers and severe greens.  In my mind, the most difficult course to build is one that makes even the best players think.

I think golf courses that are basically senseless and simply hard are easiest to build. Championship courses are not always this way. Tanglewood Park, Bryan Park and Duke are all 'championship' courses, but they all have character and make a player think his or her way around the course. TPC Wakefield Plantation on the other hand has absolutely no character; hit the ball where ever off the tee and then hit something high with spin into the green. No character at all; must have been easy to design I think. But a 'championship' course need not be characterless; I think that is a very, very broad classification.

With ample budgets and modern equipment, tribute courses with template holes.  If spared today's regulatory environment, Macdonald and Raynor would be having a field day.  As an aside, it would be great fun to watch Macdonald or MacKenzie go through the zoning and permitting process in CA or NY today.

The easiest course to design poorly -- and get away with it -- is the high-end, daily fee course near a major urban centre.  Ot at least it has been, it seems to me.

one where the routing and hole concept design has already been done by another archie, and he was not chosen... only his routing and several design ideas were kept.

Does this strike any chords?
No actual golf rounds were ruined or delayed, nor golf rules broken, in the taking of any photographs that may be displayed by the above forum user.

Vague question,  Patrick. 
Most people here have never designed anything, so they are not qualified to answer.

But given the opportunity, I would take a course on an indian reservation behind a casino on rolling land with plenty of water...an operation with plenty of money that does not have to answer to state or county regulations.

sounds like our infrequent poster, Paul Albanese's design "Sweetgrass GC" at the Island Resort and Casino in Escanaba MI...  ;D   Gotta check it out one of these days.
