Memorial Park - Houston, TX

Just played Memorial Park in Houston.  This is the best deal in golf - 18 holes on a great course for $18.  Memorial Park Golf website - www.memorialparkgolf.com.

They are getting ready for a college tournament.
It is a home course of mine....

Last week they held the NCAA 2A tournament so the course was in great shape.  The greens looked sparse in some spots but still rolled great. 

My favorite holes: 6 (short dogleg par 4), 9 and 15 (the par 3 on the back over water) with the huge green sloping from right to left.  I though all the par 3 were great.

I thought it was odd that 18 was such a short hole 360 - 390 yards.

I followed Memorial Park about 20 years ago.  Can someone let me know what happened?  Who did the work?  Who is overseeing it, and who is managing it? 
Any articles about the above would be helpful.  Thanks.
It must be kept in mind that the elusive charm of the game suffers as soon as any successful method of standardization is allowed to creep in.  A golf course should never pretend to be, nor is intended to be, an infallible tribunal.

In 1994 is was restored by Baxter Spann (I think that what was written on the score card).  It is still run by the City of Houston.
