As Tom Paul said, this was very much a practice advocated by Flynn and discussed in his writings.  Hugh Wilson practiced this as well, certainly at Sea View and apparently at Merion East.

However, I think Pat is referring to that great though unsung architect, Tommy Birdsong the architect of Fernandina Beach, with some advice by CB Macdonald and HJ Whigham

Of course at Royal Ashdown Forest and Berkhamsted they never added bunkers and both remain delights to play. (Piltdown is also bunkerless, but I cannot attest to its challenges).

There was a lovely remark made by Donald Steel who noted that higher-handicap golfers carry their own bunkers around with them. I think of him every time I duff a shot (that is, frequently).

As Braid was an accomplished player, and considering how quickly he routed, was this the start of "dictated" architecture, and the move away from either the strategic and/or natural school(s)?

HUh?  I am not sure how Braid got the reputation for "dictated" architecture and penal bunkering.  Perhaps folks are judging him based on his writings - which are rather austere, but "dictated" architecture is the furthest thing from the truth where Braid was concerned.  The guy did all kinds of different stuff depending on the land, who will be playing the course and how much of his time was being paid for.  Braid has to be one of the few most under-rated archies ever.
