Without a doubt all of them.  I'm sure Tiger would do the same.

I'm sure he would trade all 19.

But that's with perfect hindsight.  In the moment, he made his decisions on the course to give himself the best chance of winning.  There are majors he would have won if he'd been more aggressive ... but there are others he would have lost with the same approach.  He played the percentages, and I think he played them well.

The question was not to suggest that he failed at anything, just that for him, I bet second places don't feel very good...even today.
