If anyone can name a routing in the history of golf worse than 17 and 18 at TR I would love to hear it. 16 and 17 at St. Louis CC. is close but not quite as bad because of the lack of elevation climbs and the ability to hit both tee shots at once.

You are, presumably, exempting subdivision golf courses from consideration, and talking only about stand-alone courses. You and I have both seen courses built through housing that make the routing of 17 and 18 at TR pale by comparison.
But I agree with you in principle. I absolutely love TR, but I got lost looking for the 17th tee the first time I played it, and came off the 18th green looking for the next/last hole before I realized what I had done. That is unfortunate, but not unheard of. Good signage has eliminated that; it's just a long walk/ride now.
