For the record, Tom Clark has been practicing for over 30 yrs, was a partner with Bill Love and Brian Ault - how took over his father Eddie Ault's practice.  Also, Tom has served as President of the ASGCA.  So, yes, he is reputable.
As for the green, IMHO I'm not fond of situations like this that create ruling problems.  If the water hazard changes to a lateral hazard "out-of-sight", how do you know where your ball crossed the hazard line?  Maybe a rules guru can eloborate.
This just causes slow-play.  How would you like to have to go back to the tee and tell the group that's already been waiting on you that "excuse me, I have to re-tee".  Talk about a pressure shot!

If that back tier was larger (i.e. 7th green at Tobacco Road where this is room to play the large slop), and the bunker 'look' was changed I would have believed someone telling me it was Strantz..

I like the hole, but I do think it borders on foolish, very close on the line.

Steve Lovett--Without being right there to see a ball go in, the only options without coming nearer the hole, since two clublengths from the point of entry (assuming there is a red stake there) would be nearer the hole. So the only options would to to replay from the tee or drop on the opposite side of the pond. Though I suppose you could play from the water as well if its not too deep.
--Nice hole, but if you do end up in the water, it makes for very difficult relief options
