Belmont in Richmond, Virginia has some historical significance and a pedigree in classical architecture. I've never been out there so I don't know if it's worth reviving.

I am not sure it will classify as a Classic, because I am not sure what you mean exactly by that, but one course that came to mind for me when I read your post was Pine Lakes in Myrtle Beach.

Bonnie Brook in Waukegan Illinois.

Built in 1929 by James Foulis.

Municipal course, that was originally built as a private club.

Original fill pads and bunkers on 16 of 18 holes.

Pine Meadow  GC for the bones of the William Flynn course (12-13 greensites) overlaid with the present Joe Lee course  (Jemsek)

Schaumburg GC   Langford and Moreau  27 hole muni 

Wilmette GC  muni  Joe Roseman

Winnetka GC   muni  original 9 Langford (1914)  and later Wagstaff (1930's)

Ross has 36 holes at Mill Creek Metro Park in Youngstown, OH.
